The basic regulation in the Republic of Croatia governing this area is the Law on the Right to Access to Information (Official Gazette 25/13) (HR). The law regulates the right to access to information owned, controlled by public authorities, the principles of the right to access to information, exceptions to the right to access to information and the procedure for exercising and protecting the right to access to information.
The user (any natural or legal person) has the right to access information by submitting an oral or written request to the competent public authority. If the request was submitted orally, a record will be drawn up, and if it was submitted by phone or other telecommunications device, an official note will be drawn up.
The written request contains:

the name and headquarters of the public authority to which the request is submitted,

data that are important for identifying the requested information,
-
the name and surname and address of the natural person of the applicant, the company, that is, the name of the legal entity and its registered office.
The applicant is not obliged to state the reasons for requesting access to information
In the case of an incomplete or incomprehensible request, the public authority will invite the applicant to correct it within three days. If the applicant does not correct the request in an appropriate manner, the public authority will reject the request as incomprehensible or incomplete.
If the public authority does not possess, dispose of, or supervise the information, and has knowledge of the competent authority, without delay, and no later than within 8 days of receiving the request, it is mandatory to transfer the request to the public authority that possesses, disposes of, or supervises the information, on to which they will inform the applicant.
On the basis of an oral or written request, the public authority will, in accordance with Article 20, Paragraph 1 of the Law on the Right to Access to Information and in connection with Article 23 of the Law, decide to act in accordance with the request no later than 15 days from the date of submission of the request.
