As part of the National Recovery and Resilience Plan, the Ministry of Culture and Media and the Agency for Electronic Media are the bearers of the investment "Establishment of media fact-checking and public data publication system" under the component "Resilient, green and digital economy" and the reform "Development of a resilient cultural and creative sector". .
For the purpose of implementing the mentioned program, the document "Introductory announcement in the preparation of the Grant Program and the Public Call for the allocation of grants. The initial framework: objectives, activities and criteria" is open for public consultation from May 26 to June 17, 2022.

The proposal for the implementation framework of the first part of the investment "Establishment of media fact-checking" is based on the expert study "Strengthening society's resistance to misinformation: analysis of the situation and guidelines for action" which can be downloaded HERE .
The professional study consists of a comprehensive analysis of current trends in the field of journalism, media, digital platforms, social networks and new technologies, as well as their impact on society, the problem of misinformation and the functioning of the system for checking the accuracy of information in the world and in Croatia. The study also contains an overview of the most important international activities, documents and initiatives in the field of combating disinformation, as well as an analysis of international practices, standards and criteria related to the work of information verifiers and the establishment of a system for checking the accuracy of information published in the public space, media and on social platforms. The study represents a framework for the creation of basic standards, activities and criteria for the implementation of public tenders and invitations for the implementation of activities within the framework of this investment.
ABOUT THE PROJECT
HRK 45 million in grants were provided for the implementation of the first part of the investment "Establishment of media fact-checking and public data publication system" as part of the National Recovery and Resilience Plan.
The general goal of the investment is to strengthen society's resistance to misinformation by reducing the amount of misinformation and wrong information in the public space, strengthening information reliability and safety when consuming media content and using social networks, strengthening the quality of journalism and credible reporting, and strengthening media literacy. The specific goals of the program are to strengthen the competencies of existing and develop new independent verifiers of the accuracy of information published in the public space, the media and on social networks, the development of technological programs and platforms for work on information verification, strengthening the media's resistance to misinformation and encouraging quality and credible journalism, encouraging projects media literacy based on education on countering misinformation and the creation of a collaborative platform and repository of verified information.
