In order to achieve its purpose, the National Foundation provides professional and financial support to programs that promote the sustainability of the non-profit sector, intersectoral cooperation, civic initiatives, philanthropy, volunteering, and improve the democratic institutions of society.
The National Foundation is financed from the funds of the state budget, secured in a special position of the Office for Associations, from part of the income from games of chance and prize games, and from basic assets, donations and other income, in accordance with Article 16 of the Law on Foundations (HR).
The Government of the Republic of Croatia, by its Decision of November 13, 2003 (Official Gazette 182/03), appointed the members of the Board of Directors and the manager of the National Foundation. The management board has 9 members, of which three are representatives of state administration bodies (the Ministry of Finance, the Ministry of European Integration and the Ministry of Science, Education and Sports), one is a representative of local and regional self-government units. and five representatives of organizations and experts for the development of civil society.
Mission
The mission of the National Foundation is to promote and support the development of civil society in the Republic of Croatia.
Vision
Through its activities, the National Foundation strives to achieve active citizenship in the development of a modern, democratic and inclusive society in the Republic of Croatia.
Goals
The goals that the National Foundation wants to achieve with its activities are:

building the capacity of civil society to participate in social development

development of intersectoral cooperation and cooperation between civil society organizations

increase the public influence and visibility of the activities of civil society organizations

The values underlying the vision of the National Foundation and its goals are: respect for human rights, transparency of actions, responsibility of all (co)stakeholders in community development, cooperation and dialogue of all (co)stakeholders in community development, awareness, tolerance and respect for diversity and non-violence.
Quality policy of the National Foundation (HR)
The National Foundation cooperates with:
a) public sector
(state administration bodies, local and regional self-government units and other public institutions)

in the development of standards and procedures for the distribution of state/local budget funds intended to support programs and projects of civil society organizations, in accordance with international standards and the principle of publicity and responsibility in the allocation and use of public money (introduction of a quality system of activities),

in the organization of professional development and education of civil servants, in the country and abroad, on the possibilities and models of cooperation with civil society organizations in the implementation of joint projects, strategic planning on priorities in community development, and good governance,

in the organization and implementation of targeted assessments of needs in local communities,

in the decentralization of financial support for programs and projects of civil society organizations by strengthening capacities and infrastructure at the regional and local level,

in the provision of information, professional expertise and the creation of comparative analysis on international practice and legislative regulation of cooperation and support within the framework of civil society development

in the provision of professional and independent programmatic and financial evaluation services of programs and projects of associations and other civil society organizations, financed from state or local budgets.
b) Business sector

in providing expert analyses and information on the possibilities of donating/investing in programs and projects of civil society organizations, which work for the common good and sustainable development of the community,

in the organization and implementation of targeted needs assessments in local communities,

in creating and strengthening the activities of the donor forum in the Republic of Croatia,

in providing information about the legal framework of donations for general purposes in the Republic of Croatia,

in online access to the database of projects and initiatives for the common good,

joint design and creation of proposals for donation/investment programs for general beneficial purposes, in accordance with the capabilities and interests of the ordering company,

in ensuring the visibility of donations/investments,

in connecting representatives of the business, public and non-governmental, non-profit sector with interested international donors/organizations, on joint projects to support the development of civil society and sustainable community development,

in the education of management structures in companies about the possibilities and models of cooperation with civil society organizations, as well as the inclusion of employees in community development programs, according to the model of corporate social responsibility.
c) non-profit sector / civil society organizations

in the preparation and organization of educational modules for the development of civil society in the Republic of Croatia

in the provision of professional and advisory services for the activities of civil society organizations

in organizing and financing research on the conditions for development and the development of civil society in Croatia

in providing support in the construction of regional and local structures and capacities for the development of civil society

in approving financial support for programs and projects that:
a) improve the community through civic initiatives, joint projects/programs and development programs,
b) contribute to the democratization and development of civil society,
c) enable the sustainability of the sector and the infrastructure for the development of civil society through institutional support, capital investments and involvement in international flows,
d) programmatically connect civil society organizations on joint action platforms,
e) include civil society organizations in the system of contracting and provision of services in social care, health care and non-institutional education of children and youth (CARDS project),
f) support measures aimed at encouraging employment, education and training (IPA)
g) contribute to social justice, democracy and sustainable development (funds of the countries of the European Economic Area and the Kingdom of Norway (EEA/NF) in Croatia)
h) promote dialogue between cultures and contribute to a better understanding of the cultural and political processes of the Euro-Mediterranean region ("Anna Lindh" Foundation)
i) increase employment opportunities, promote better education and improve the opportunities of the most vulnerable people on the verge of poverty (European Social Fund).
